Hair Care Appliances

JA2016 - Hair Care Appliances

Due to the importance of this particular sector, houselhold electrical appliances are adressed for the second time in a Joint Action coordinated by PROSAFE. As a result of a priority-setting exercise initiated within the framework of JA2015, the Member States decided to focus their work on hair care products.

Hair StraighteneAs a part of the Joint Action 2016 (JA2016), this work will include surveillance activities, product testing, risk assessment of the products tested and eventual action needed to be taken. Appropriate test methods for the other products will be identified as needed depending on the products sampled. In addition, for these kind of products, it is of particular importance to know how the products are judged on LVD compliance by the manufacturer. Therefore, the EC declaration of conformity and the relevant parts of the Technical File (TF) will also be verified.

The participants will carry out coordinated market surveillance in their national markets. The work plan comprises 6 project meetings (including a 2-day meeting with the participation of stakeholders), testing of an estimated 105 products with the results being presented at the final conference of the Joint Action.Hair Drier

The participants

The 15 Member States involved in this product activity are the following: Bulgaria, Cyprus, Finland, Lithuania, Poland, Romania, Croatia, Czech Republic, France, Latvia, Malata, Slovakia, Sweden. Poland is the leader of the working group.

JA2009 - Sunbeds 2

New sun beds and solariums offered to the public as part of a commercial service on the European market need to be safe. Sun beds that meet the requirements of the European standard on safety of household and similar electrical appliances (EN 60335-2-27:1997 under part 2-27: Particular requirements for appliances for skin exposure to ultraviolet and infrared radiation”) are presumed to be safe, if correctly used by consumers.

In order to increase the share of products that comply with the standard throughout Europe, twelve EU Member State authorities have contributed to the success of the second PROSAFE Joint Action on Sun beds and Solarium Services.

Generally speaking, the Joint Action aimed at consolidating the progress made in the first Joint Action. Furthermore, it sought to extend the cooperation already established with the branch organisations for the sun bed industry and the providers of tanning services. Moreover, it expanded the cooperation with stakeholders by establishing contact with that part of the medical scientific community that is involved in diminishing the incidence of skin cancer due to UV radiation. Both activities are meant to contribute to raising the awareness of the risks of UV radiation from sun beds, the importance of proper consumer guidance and the legal requirements in operators of tanning studios and similar businesses.

The Action has also published a project results report. This version is meant to provide market surveillance profesionals, stakeholders and other interested parties with a general picture of what has been done and why, as well as presenting the achievements in a form useful for the general public. The Final Implementation Report of this Joint Action is available and provides information about the activities undertaken, the participants involved, the results obtained and a financial statement comparing all expenditures against the budget. This project has been executed under the 2009 call for tender and the reporting requirements may differ from actions granted under the calls outlined in other years.

The Joint Action has adopted a modern way to approach consumers - Mobile Tanning App - informing them about responsible tanning. The communication campaign was launched during the final workshop which was held on 2nd November 2011 in Brussels.

Sunbeds & Solarium

JA2008 - Sunbeds & Solarium

The Joint Action on Sun Beds and Solarium Services 1 relates to both the GPSD (in particular articles 3, 8, 9 and 10) and the LVD (in particular article 2). It also considers the provisions of the standard EN 60335-2-27 (and its revisions based on a mandate from the European Commission to CENELEC).

The impulse for starting such a joint action was given by the assumption that producers, importers and service providers on the European market do not fully comply with the safety requirements as given in the mentioned directives.The proposal for the joint market surveillance action in this area has been prepared by the Netherlands as a part of the EMARS I project that is coordinated by PROSAFE.

The Joint Action on Sun Beds ended in with a successful final work shop in December 2009. The main achievements of the Joint Action include the following:

  • Training of inspectors;
  • Numerous inspections in tanning studios and other premises;
  • On site measurements of UV radiations from sun beds with high tech measuring equipment from the Netherlands in all participating member states (except for Belgium which has own measuring equipment);
  • Frequent liaison with stakeholders;
  • Release of 3 Newsletters, a press release and regular media presence.
