On 1 March 2023, PROSAFE launched an official Call for Tenders for the testing of marine distress signals and rescue products in the context of the JAHARP2021-08 Pyrotechnic Marine Distress Signals And Rescue Products.

Competitive Dialogue and Re-cast of the Call for Tenders

Unfortunately, PROSAFE did not receive any acceptable tenders in reply to the call, but the demand for testing remains, and therefore PROSAFE invited all known laboratories to participate in a Competitive Dialogue in accordance with the European Public Procurement Directive, 2014/24/EU.

The intention was to shortlist at least 3 Test bodies and invite them to participate in a competitive dialogue about the call for tender to foster dialogue with the Joint Action and gain insights into the factors behind the initial unsuccessful call and to create an opportunity for Test Bodies to contribute their perspectives on enhancing the call's appeal.

The competitive dialogue was organized as a virtual meeting on 12 June 2023, between PROSAFE, the management of the Joint Action and the three bodies that expressed their interest. All known test bodies had been invited to the meeting. The Test Bodies offered valuable feedback on how to harmonize the tender specifications with market dynamics.

As a result, a new Call for tender has been issued with revised specifications. Bids are invited from the three individual shortlisted Test Bodies and they can submit an offer for parts of the test programme or the complete test programme.

The objective of this transnational activity is to identify unsafe products traded on the Single Market. The activity concerned falls within the scope of the Marine Equipment Directive 2014/90/EU.
