EEPLIANT4 Work Package 5: Cooking appliances (electrical or gas ovens, hobs, and range hoods)

Scope of action

This Work Package covers Cooking appliances, and will particularly focus on electrical or gas ovens, hobs, and range hoods. The MSAs will undergo compliance verifications checks against the following legislations:

  • Regulation (EU) 65/2014 with regard to the energy labelling of domestic ovens and range hoods;
  • Regulation (EU) 66/2014 with regard to ecodesign requirements for domestic ovens, hobs and range hoods.

Objectives

  • Surveying the state of compliance in the internal market for cooking appliances;
  • Identifying and dealing with non-compliant products, ensuring that products are brought into conformity or withdrawn from the market;
  • Reducing the electricity bills of consumers, thereby improving the wellbeing of European consumers/end-users;
  • Reducing unfair competition resulting from the presence of non-compliant products on the market;
  • Raising awareness among economic operators (as defined in Regulation (EU) 2019/1020) and other concerned stakeholders about the problems identified;
  • Raising the profile of EU market surveillance in general.

Participants

12 Market Surveillance Authorities (MSAs) and 1 other governmental organisation are part of this Work Package. They are from 11 Countries: Belgium, Bulgaria, Denmark, France, Ireland, Italy, Latvia, Portugal, Slovenia, Spain, and Turkey (as associated partner).

JAHARP2020-1 -Work Package 1 – Gas Cooking Hobs and Hot Plates

SCOPE

The purpose of this work package is to check whether manufacturers of gas cooking hobs for domestic use and gas cooking hot plates and hobs for leisure vehicles use are conducting adequate analysis and assessment of the risk(s) during the conformity assessment procedure, as required in Annex III of the GAR. Particular attention is drawn both on “vertical” and “horizontal” aspects” checking for the “vertical” aspect of the number of appliances that will be non-compliant to the relevant applicable requirements, and for the “horizontal” aspect, evidence of significant differences in the way conformity is checked/declared including the level of non-compliance amongst the two different types of appliances and relevant market players. 

The activity will aim to purchase a proportion of samples from online sellers/marketplaces. These will be, if possible, exclusive online sellers rather than the hybrid type such as established high street shops also having an online presence. Besides product testing, the activity will check the EU declaration of conformity and relevant parts of the technical documentation

OBJECTIVE

The main objectives of the work package are summarised as follows:

• To survey the state of compliance and safety internal market for gas cooking hobs for domestic use and gas cooking hot plates and hobs;
• To identify and deal with non-compliant products, bring to conformity unsafe products and/or withdrawal from the market;
• To reduce risks of accidents;
• Reduce unfair competition;
• Improving effectiveness of market surveillance in the e-commerce habitat.

Furthermore, the Work Package will ensure a durable improvement of the level of compliance and safety of the sampled/concerned products by strengthening cross-border market surveillance through a harmonized Union legislation.

PARTICIPANTS

15 Market Surveillance Authorities from the following 14 countries: The Netherlands, Belgium, Croatia, the Czech Republic, Denmark, Finland, France, Germany, Hungary, Latvia, Malta, The Netherlands, Portugal, Spain, Slovakia.
 

JA2015 - Blenders, Mixers, & Small Kitchen Appliances

Household electrical appliances are being addressed as a product group. This will entail a priority-setting exercise for future Joint Actions. For JA2015 it is proposed to target one specific product group.

This Activity will focus on blenders, mixers and small kitchen heating appliances such as toasters. These are considered to be present in more than 80% of European households and a number of issues are present in these products, such as:

  • poor internal wiring that may cause fires or electric shocks,
  • burns from accessible hot surfaces (toasters and irons),
  • cuts caused by moving parts (blenders and mixers).

In fact, in the last three years more than 10 RAPEX notifications have been issued covering unsafe characteristics of products on the European market.

Main Hazards with household electrical appliances:

  • Break up during normal operation (mixer blades)
  • Insufficient flame retardants in plastics resulting in a fire hazard
  • Electric shock from lack of earthing for accessible conductive parts
  • Electric shock from reduced internal creepage and clearance distances
  • Electrocution and fire from dangerous fitted plug

Objectives

  • To ensure that the blenders, mixers and toasters available on the EU market for consumers are safe and carry the appropriate warnings and instructions
  • To remove from the market unsafe products.
  • To develop a priority-list of household electrical appliances tools to be targeted in future joint actions

The Activity anticipates the testing of 100 appliances (including products sold online as appropriate).
