EEPLIANT2014 - Work Package 4 - LED Lamps

Scope of Action

The Work Package 4 (EEPLIANT2014) developed and carried out document inspection, screen testing and full scale testing for LED lamps covered by the EU legislation: COMMISSION DELEGATED REGULATION (EU) No 874/2012 and COMMISSION REGULATION (EU) No 1194/2012. Individual models selected for verification were sampled on a high risk basis, and with the aim to cover the relevant market share in individual countries and across the EU.

Results and Impact

Results for individual models were shared among the surveillance authorities across the EU, and legal action was taken concerning the non-compliant models. At least 100 LED models were verified and tested by the EEPLIANT2014 project.

Summary of Activities

Document inspection for 134 models has been conducted, including a screen exercise for 117 models. Additionally, the participating authorities carried out full testing of 86 LED models, including the lifetime and other performance parameters, such as colour rendering, power factor, power, beam angle, etc. 

Ecodesign and Energy Labelling

Ecodesign requirements are mandatory for all standard bulbs, florescent lamps, and spot lights sold in the EU. These regulations set energy efficiency requirements and other factors such as bulb lifetime and warm-up time.

EEPLIANT3 - Work Package 11 - Lighting products

Scope and Objectives

This Work Package is dedicated to a comprehensive market surveillance action for lighting products. The action will be based on the new EU regulation for lighting products which is expected to be finalised in late 2018. Requirements are expected to come into force in 2020, though the date is not yet definitely confirmed. The Work Package therefore is scheduled for the period of 2021 to 2022 with some flexibility for shifts within the overall work program if necessary.

The new lighting legislation will cover all lighting technologies used in the domestic and the tertiary sector which were previously covered in different regulations. The specific action therefore will go beyond domestic products and will include indoor and outdoor lighting for the tertiary sector. The technological focus mainly will be on LED lighting as the primary lighting technology of the future.

The central objectives of the Work Package are:

  • Assessment and use of screening methods to enhance the efficiency and effectiveness of market surveillance actions;
  • Checking product compliance based on document inspection;
  • Checking product compliance based on product testing;
  • Check of compliance for online labelling;
  • Feedback and recommendations from experiences with document inspection and product testing to support the further development of standards and legislation. Identification of circumvention issues;
  • Impact assessment for the action.

An indicative number of 80 product models shall be tested with a roughly equal share of models supplied by each participating Market Surveillance Authority.

  • Inspection of online labels and product information stored in the EPREL database;
  • Product testing;
  • Enforcement measures;
  • Impact assessment;
  • Digest of issues from inspection and testing.

Participants

16 Market Surveillance Authorities and 4 other organisations from the following 15 countries: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Germany, Ireland, Italy, Latvia, Lithuania, the Netherlands, Portugal, Slovenia, Spain and Turkey.

JA2014 - LED and CFL

The LED Activity focussed on lighting chains and LED lamps. This work drawed on some of the experience from the previous lighting chains activity and work being undertaken by the LVD-ADCO.

From 2012 to 2015, 90 RAPEX notifications have been sent on LED lamps, lighting chains and tubes. Therefore, it was deemed important to implement a cross border market surveillance Activity regarding LED and CFL light sources. Also, this decision was motivated by an increasing consciousness of shortcomings verified on LED and CFL light sources during investigations led by Market Surveillance Authorities.

The objectives

  • To develop best practices and exchange experience with carrying out market surveillance activities for CFL and LED light sources;
  • To detect dangerous CFL and LED light sources on the marketplace and take action against them.

The Activity anticipated the testing of an estimated 40 products.

The participants

During this Activity, authorities from Belgium, Croatia, the Czech Republic, Denmark, Finland, Germany, Latvia, the Netherlands, Norway, Portugal and Sweden carried out coordinated market surveillance in their national markets.

Final Report LED CFLThe Final Technical Report of this activity will be available very soon. Very interesting information can be found within this report and it is particularly useful for market surveillance authorities and anybody else interested to know more about safety aspects of LED and CFL.
